Paintball facilities would also have to provide safety instructions for players.
The bill, which had already won approval in the Senate, was approved 106-30 in the House on Tuesday morning. It goes to the governor for final action.


Supporters said the legislation would provide an additional level of safety, while opponents said that it could hold homeowners liable for injuries resulting from backyard accidents when they are not present.
The law would prohibit paintball facilities from allowing minors to shoot paintball guns without proper instruction. Rep. Stephen Dargan, D-West Haven, co-chairman of the Public Safety and Security Committee, said that effectively, no one is allowed to play without eye protection and safety instruction at places that charge people for playing the game.
It would require that players who have been instructed in paintball safety to be issued a certificate of safety after they see a short safety video, receive verbal instruction and a take a short written test on safety.
Dargan said that certified eyewear can cut injuries by 99 percent.
But Rep. Lawrence G. Miller, R-Stratford, said he has an acquaintance whose eyewear slipped off his head in the midst of a paintball battle and he was

blinded in one eye. "His glasses slipped a little bit and under a barrage of paintballs, his glasses slipped just below and he did lose a eye," Miller recalled.

"This will go a long way toward making paintball safer," said Rep. Jason Perillo, R-Shelton.


The bill allows law-enforcement officials to give verbal warnings to parents of children who do not wear eye protection. A failure to wear such protection, however, is not a violation and is not admissible in a civil action.
Rep. Rosa Rebimbas, R-Naugatuck, who voted against the measure, said she was worried about the possibility of lawsuits against property owners who are not at home when children are playing paintball without permission.


Other opponents of the legislation included Reps. Kim Fawcett, D-Fairfield; John A. Harkins, R-Stratford; DebraLee Hovey, R-Monroe; T.R. Rowe, R-Trumbull; and David K. Labriola, R-Naugatuck.
This makes no sense... I now am going to pass a law that you must wear full pads to play football in your back yard because you could get hurt. And if you play football without the proper safety gear the police will come and yell at you.

Also, I know a guy who's mask slipped off his head during paintball and he got shot in the eye and lost his eye. This new law requiring masks will really make paintball safer.

Also, lets use new regulation to make paintball more expensive because now fields have to buy a training video and an approved quiz and waste time and staff showing the video, giving instruction and administering the quiz.

Oh, and let's pass a law requiring people to do something they already do. We all wear masks when we play! Hey, I got an idea for a new law, lets require people to breath or else they get a verbal warning from police. "Hey you, start breathing or else".

We already have a safety video and use verbal instructions to players who have never played before, but a written test? Thats insane...

I think that is beuracrats for ya. I have this acquaintence (invisible friend) that said he once played paintball and disobeyed the rules by taking off his mask on the field and miraculously got bonus balled in the face and one of them hit him in the eye and it blinded him for the rest of his life. But I haven't talked to him in years so don't ask me to contact him for a statement...

The one thing I DO think would increase safety is an integrated helmet ( I think JT has one??? Don't know) I think even with rapid fire to the face, a complete wrap around would keep the mask from being jarred out of position. Kind of like a chin strap kinda thing. I have never had a mask problem though.

For years many industry groups have pleaded the case that full helmets should be worn for paintball. They make the point that baseball and football players wear them.

Up till now it has been optional and will probably continue to be so. For whatever reason paintballers are really against wearing helmets. Though I plan on wearing one as soon as they are in stock.

I have a helmet and unless you ordered differently, it's going to take some modding to work correctly. It's also hot.

Dobbs likes hot pink jerseys. Well at least hot pink pants. I think we should change our camo style to hunter orange, that way we can't be seen by deer while playing paintball.

I had a friend that has a little ball to ball contact in the last game at Pentagon. He was doubled over and had a stomach ache for a few hours after tat shot. It was kind of amusing to hear him talk and I think he turned a couple shades whiter too. But I will not start wearing a cup when I go out and play.

However, I will always wear my mask but seriously doubt that I will invest in a helmet. Although I do have material hanging down from my mask to keep my neck and Adams apple intact. If you get shot in the back of the head you should have turned around and been shooting back instead of running away... Or pay attention to your surroundings and know that you are about to be out flanked.

And Yes, from experience it does hurt to be shot in the back of the head. That is why I pay better attention to my surroundings. LOL

TOO funny. But true. This is real stupid. As if people really need this law. As if there are not already too many laws on the books that are not enforced already. I can see it now. That is great that your field shows videos and provides a safety training. However, I don't think it should be enforced by a law. Have you ever seen municipalities and cities law books and codes...they are huge. No reason for this. If field owners want to take a risk, so be it...don't make it a law. If parents want to risk their kids eyes, let them take the risk of a child endangerment... but this is all just crazy.
